Qibí-sîi Fêqê (/ˈdade/ /ˈsɪi/ [custom] [dam]) is a subtropical Town located in Jùzāi̊q County, Yêgècêkêthê Provence, within the Dalandic Empire.

The name Qibí-sîi Fêqê is derived from the Iron Elvish language, as Qibí-sîi Fêqê was founded by Trëkdsmê Gareg̈me, who was culturaly Iron Elven.

Climate

Qibí-sîi Fêqê has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a cool 15°C (59°F). Qibí-sîi Fêqê receives an average of 199 cm/y (78 in/y) of precipitation, most of which comes in the form of rain during the fall. Qibí-sîi Fêqê covers an area of nearly 6 km2 (2 mi2), and an average elevation of 1554 m (5098 ft) above sea level.

Overview

Qibí-sîi Fêqê was founded durring the late 14th century in winter of the year 1286, by Trëkdsmê Gareg̈me. The establishment of Qibí-sîi Fêqê was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Qibí-sîi Fêqê's construction back out of the project. Trëkdsmê Gareg̈me pushed on reguardles, and Qibí-sîi Fêqê was finished, but starts off as a terible place to live.

Qibí-sîi Fêqê was built using the conventions of Iron Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Qibí-sîi Fêqê is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Qibí-sîi Fêqê is is constructed arround a semi-circular restrictive paverstone mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. Qibí-sîi Fêqê's robustly designed timber walls has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.

Qibí-sîi Fêqê has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Qibí-sîi Fêqê’s streets. Yet, deep down, you know this atmosphere is a carefully created illusion. You can see the ocasional seam in their tapestry. You’re not sure what has them doing their best to act so carefree, but act carefree they do.

Civic Infrastructure

Qibí-sîi Fêqê has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Qibí-sîi Fêqê. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Qibí-sîi Fêqê's parks.

Qibí-sîi Fêqê has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Qibí-sîi Fêqê.

Qibí-sîi Fêqê has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Qibí-sîi Fêqê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Qibí-sîi Fêqê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Qibí-sîi Fêqê's public wards, blessings, and other arcane systems.

Qibí-sîi Fêqê possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Qibí-sîi Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qibí-sîi Fêqê's natural decorations nor waterways.

Qibí-sîi Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Qibí-sîi Fêqê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Qibí-sîi Fêqê's town hall was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.

Due to the actions of local Kami, summer is skipped in Qibí-sîi Fêqê.

The Psyche Serpent near Qibí-sîi Fêqê are known to be more aggressive than normal.

Qibí-sîi Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves gestures to channel Necromancy energies of tier 2 via speaking in tongues.

In time immemorial, reportedly some time during the early 2nd century the Kami blessed the town with good fortune for a year and a day. One of Qibí-sîi Fêqê's local festivals commemorates this miracle.
